Michael J. Gugliotti is the founder and Chief Investigator of UTSI. Michael is a lifelong resident of the State of Connecticut who recently retired as the Chief of Police for the Waterbury, Connecticut Police Department after 25 years of service. Michael had always planned that when his time was complete working in local law enforcement, he would find himself fortunate enough to share his training and experience in law enforcement as a private investigator operating his own private investigations firm.For the past 25 years, Michael has been a member of the Waterbury Police Department. Like all new officers, he began his career after graduating from the Connecticut Police Academy on October 20, 1988. He was then assigned to the Patrol Division. In 1993, Michael was reassigned from the Patrol Division to the Detective Division and the newly formed Gang Task Force, which was created in response to an increase in gang violence in Waterbury during the early 1990’s. Michael was honored, along with his fellow Gang Task Force members as Police Officer of the Year in 1994. He remained in the Gang Task Force until he was promoted to the rank of Detective in June 1995. As a Detective, Michael worked initially in the Criminal Investigations Division and then the Vice and Intelligence Division. In 1997, Michael was promoted to the rank of Sergeant and he remained in investigative services, being assigned as the second in command of the Vice and Intelligence Division.As an investigator, Michael has participated in and led numerous major investigations such as homicides, robberies, serious assaults, cold cases, and major drug and gang cases. Michael has also been recognized by the courts as an expert witness on the topics of illegal drug sales and trafficking. Michael has extensive experience in giving testimonial evidence, having testified in hundreds of judicial proceedings.
